If someone goes 10 months without Part B but then enrolls during the general election period, they will have zero penalty, correct? I know the 12 month rule but wasn’t sure if there was anything Im missing.

No, unless they qualify for a SEP, they will have a LEP

I would agree with your opinion since the "someone" has not gone 12 months without Part B when they could have had it.
