Doesn't seem any different than paying for leads.

You can't pay for someone to take out a policy. Hey Mrs Jones I'll pay you 5 dollars per referral. Not I'll pay you 20 for every referral that buys an app.

I would give your state DOI a call. Most states allow for nominal referral fees so long as it is not sales contingent.

I could be wrong but I think it's legal for accountants and lawyers to receive up to 10% as a "bird dog fee". Is it ok to pay other professionals for this? Not sure.

Ben is correct. It can't be contingent on the referral buying something.

It can if the funeral home owner is insurance licensed. Most of them are.
