Who influences which carriers you represent, which products you focus on, how you get your leads?

Curious about your opinions out there.

Who is the real influencer? The top of the hierarchy pushing down to their telesales workforces and affiliated boot on the ground agents, or the the front line agents making their own decisions about carriers, lead gen, products, etc?
