MAPD dental benefits

Member used all $1000 dental benefits available from his MAPD in January and February.

Can he use the OEP to switch to a different MAPD with $2500 dental benefits and be able to use the full $2500 during the rest of 2025?

Or do his Jan/Feb expenses carry over to the new plan and reduce his benefits there to only $1500?

Can he stay with the same carrier or would he have to change carriers to access the full $2500?
