someone T65 in July and is not collecting social security.They are still working and enrolled in part A only but now decided to quit working and sign up for part B for 10/1 which means she is still in her initial enrollment period right or is this different because she enrolled in part A only already?

Initial enrollment but it's not Iep but icep because A and b different dates . If she doesn't have part b yet I'd push part b back Nov 1 or turn in paper app before 10/1 and put 10/1 for Part b . It will go pending till they verify . Once 10/1 passes and her part b active it's tougher ti get 11/1 effective date unless you have a dst

Agreed. IEP for PDP enrollment runs through 10/31.

If Part B starts 10/1, then the ICEP for MA enrollment ends 9/30.

Edit to add: Once Part B is picked up, then would also have IEP through 10/31 to join MAPD.
