Need Help/ideas on Growing PandC Agency

Starting from scratch with shelter insurance. New in my hometown. However Im struggling with giving up my securites license 7, 63, 66. So far not the best of luck with gaining clients. Any ideas ? I have almost thought about just doing the medicare, obama care and be wide open to go after reverse mortgages and FI. Thanks
