Who does Agreed Value or Coinsurance waiver Commercial Property

Insured is buying a building and Freddie Mac requires Agreed value OR coinsurance waiver. i cannot find anyone.. Tried amwins, USG, Hull

You'll probably find more success with the big stock carriers like Travelers, Chubb, Hartford, Hanover, or a big super regional. E&S probably won't do it.
