Enrolling in Off-Exchange plan outside of Open Enrollment

I have a customer that lost her ACA plan last year due to not filing her taxes for the past 3 years, and as a result lost her subsidy and coverage.

she calls last night wanting to to get coverage. Is there any way to enroll her outside of Open Enrollment? She doesn't seem to qualify for any of the "changes in Circumstance" questions with Ambetter, as they only give a 60 day window for most of the options
 
I doubt it. While the MP doesn't ask for SEP docs, pretty much all carriers will require them off ex.

Edit: was asking when she lost coverage but you said last year.
