I don't know about Ohio, but in CA, you need to submit the appointment paperwork with an application.
Alternatively, you can get appointed through group sales without a pending sale, which also appoints you for IFP. If this works in Ohio, you could then do the AOR's, though I'm not sure Kaiser works with AOR's.
Also, be forewarned. In the IFP area, Kaiser is a blackhole. You call, fax, fill things out, send them. They usually get processed, NEVER get acknowledged. It's an interesting way to do business.

CA agent here and I'm not sure why you are getting appointed with Kaiser to become agent of record for individual cases as you will not get paid.
