Retroactive Medicare Award

I have a client in Maryland who was awarded medicare benefits as of 12/23/2016 when he received his award letter but SS backdated his effective dates for A and B to 9/1/2016. I understand that he can enroll into a PDP or MAPD using the award letter date to trigger the IEP but . . . does this client also have the same rights for his supplement open enrollment period?

Just to be clear -- if he received his award letter in Dec, he's missed the PDP/MAPD boat. CMS guideline for "SEP for Individuals Whose Medicare Entitlement Determination Made Retroactively:"

The SEP begins the month the individual receives the notice of the Medicare entitlement determination and continues for two additional months after the month the notice is received.

Client has an SEP for Rx coverage for a different issue so I'm not worried about that portion but he is facing some expensive medical procedures and needs a supplement plan, not advantage and will not be able to get one without Open enrollment rights.

Does anyone know whether Open enrollment rights are amended due to retroactive medicare award?

did he come off a group health plan ending 8/31?

If so, can he use the 8 mo SEP?

I have a client that was just awarded back to 2013. If she would have been awarded sooner she would have opted for plan F. Would this entitlement letter allow her to purchase today because she was eligible in January 2020

If the client understands F vs G they probably will take G but if they wanted F and if the Part A effective date is before 1/1/20, they are good to go.

Funny though I have had one or 2 anyway that feel, Because they know others can't get it, they are in some special club having plan F

while, Its not usual but hard not to laugh when they act like this
