There may be hackers testing security at this point but I doubt it since it isn't live yet and probably not anywhere close to operational.

The 1 hour reporting requirement is BS unless they want a lot of false alarms. If you suspect there is a problem it takes someone who really knows what they are doing a day or longer to figure out if you are looking at a breach or something benign.

And just because a hacker may be in, doesn't mean they have taken anything.

Guys in internet cafe's in the Ivory Coast trying to hack into your account make a good story, but the easiest way in is through spam. Get a list of email addresses for these "navigators" and send them a phishing email that is opened, installing a keylogger or similar software.

That is how the SC tax office was hacked last year.

Governor Nikki Haley announced more than 3.6 million South Carolinians' Social Security, credit and debit card information was at risk after a foreign hacker stole tax record information in mid-September.
