The Hanover - umb?

Will The Hanover write homeowners/tenants and umbrella without applicant having automobile with them? Getting mixed answers on this. Thanks!

One agent told me yes and the other said no so I'm concerned about moving forward.

See if you can speak to someone AT the Hanover if you haven't done so.

Otherwise when all else fails, document the heck out of it (and ask to confirm with a manager!)
