Is there anything that can be written on a 19 year old female with severe cerebral palsy? Cannot speak, confined to bed, very limited movement on left side, none on right..

Just looked at the Health Questions again, they would be answered no but I wonder how they would handle it if the girl can't sign her name? And, making a custodial grandparent applicant and payor? Guess I will have to call them.
