yes, but if he can pass underwriting you should just run it through as underwritten. (you get full comp when its underwritten, only 50% if its GI)

I've never got reduced commission with AARP for GI

You cannot get a plan G with AARP or give up the option of GI.

Depends on the State as to whether they are GI for leaving Employer plan on their own.

Keep hearing this though My FMO has not heard of this, Also I am sure I have signed GI with them in last 60 days with no issues

and I just got my updated commission schedule from FMO for 2015
and there is no indication of lowered comish for GI like I have for other carrier's

What state are you in? There are few states where they didn't cut commissions on GI, like CO. You still get a whopping $150. OH, Ohio, just saw that.
