I know everything on the Internet has to be true but where did you hear this?

Let me first clarify my comment: they will remove the scope form from the enrollment kits, not the requirement for you to have them completed before appointment. I heard this from a UHC manager at a meeting.
 
Going back to OEV....I found it redundant since the client has to initial 20 clauses pertaining to enrollment that is part of the enrollment kit. Only required if face to face with agent, but it covers everything.

That's a good thing; any clarification can be done at point of sale. Just takes an extra 10 mins.
