Friend of a friend asked this and I'm uncertain of the answer.
The employee was transferred for her job from California to Washington in early April. Same employer, different location. She did not use a QLE to change plans. She found out the hard way she is not covered on her BSCA HMO.
She is long past the change of address QLE. My question is can she simply terminate the plan from her employer as it only covers emergency services and go uncovered? She's basically paying for coverage she can't use.
She's aware of the penalty and that she can't get coverage elsewhere.
My feeling is that she is SOL. Any input is appreciated.
