"Articles of Chargeback" should be required and voted on before the customer can charge you back, it should require a majority vote to allow it

There is usually a quid pro quo behind it: The replacing agent says "we don't want to have to do a whole lot of extra paperwork so we're just going to act like you don't have that other policy. We'll just let it lapse and I'll get you this one for $1 less a month."

Once we show the actual pre-existing policy as evidence the whistleblower becomes irrelevant, except as a weak defensive diversion.
