Commercial SF Forms?

I am a bit confused on which is the better. I am quoting an 11 story office condo. I have looked through the URB for the SF forms yet I seem to not completely grasp the differences. What is the better of them between SF-1 to SF5. The carrier will not write a SF-3 form some reason.

Here's a quick answer. Difference in covered perils. Your Underwriter should help you:
SF-1 Basic Form (Fire, EC, V&MM)
SF-2 Broad Form
SF-3 Special Building Form
SF-4 Special Contents Form includes Theft
SF4A Special Contents Form excludes Theft
SF-5 Fire & EC ONLY!!!!
SF-6 Fire ONLY!!!
