Cyber liability is more of an umbrella term. Data breach is one of the things cyber liability covers.
Some other things that cyber liability might cover are:
- viruses
- website media liability (slander, libel, copyright infringement, etc)
- ransom ware
- business interruption and data recovery
as well as data breach.
In any of these, be cautious of what the policy actually says. I've been involved with a situation where a company unintentionally spread a virus, though it was very limited in scope and very isolated. I've never seen a ransom ware claim and have no idea how that would actually be covered.

Like he said^^^ keeping in mind some cyber liability policies will cover data breach in the form of a janitor stealing paper copies of client information ect.
