Dropping Medicare B back to the start of A?

I have received a call about a person who is still working and applied for Medicare, not realizing he was applying for A&B, now wants to drop Part B and also retro the request. Apparently the person has an appeal in process. I don't know what else they could do if anything.
Anyone have any experience of a person being able to back date disenrolling from Part B? The person isn't quitting the job soon, so they would like to have Part A only.
