She used her SEP to get enrolled into the medigap plan. She is out of luck correct?

The 2 aren't related. She had a guaranteed issue situation to join the medigap, but that has nothing to do with the SEP to join Medicare Advantage.

The MN guidelines imply that the Sep is only available for an mapd if the person selected an mapd during aep.

Keep your "imply" and stick it where the sun doesn't shine. It's written so people take action immediately and don't experience a gap in coverage. But there will always be people who don't get the message so they have, per FEDERAL/CMS guidance, the SEP that is available through 2/28/19.
 
MN guidelines suggest the sep is not available and Blue Cross says it has been used.

As of Jan 1 the client was not on any type of mapd plan. They had chosen to revert to original medicare. It was a deliberate aep choice by client, not an enrollment by default because of non-action.

Using one election (AEP) doesn't forfeit your use of another election (the SEP for having your cost plan termed for the next year). By that logic someone with an SEP due to a low income subsidy also couldn't use their OEP election. Move on.
