When you do a part D enrollment using the IEP code the effective date always defaults to the next month. If they turn 65 this month and also started a and b this month but want to keep their eghp until the end of November will using the sep loss eghp on an part d application today for a requested effective 12/1 work or will it still default to a 10/1 effective date? I know the sep loss eghp does allow a 3 month window just not sure if it trumps the IEP

If you're doing it through medicare.gov, you will definitely run into problems as that doesn't allow you to specify a plan start date. Assuming the plan handles it correctly, that is one of the few SEPs to allow a person to choose their plan start date so yes, you can complete it now in Sept and request a 12/1 start date.

Edit to add: IEP kind of trumps the SEP, but if you specify the plan start date on the app, you should get the 12/1. Look up "rank" within the Part D enrollment guidance if you're bored haha. Medicare Prescription Drug Eligibility and Enrollment | CMS
