Is this a Replacement?

I had a strange one today. Sold 50 yr old male on a GPM secure mark, filling out the app I asked him for the policy number on his MoO policy (no replacement taking place) because GPM requires a form regardless. He bawks. Didn't want to get it. I said they can't do anything with it, they just want to record that you have it and what it is.... nope. I said let me see what the next closest company is. In my bag it was SNL who doesn't require the form. He gladly paid another $2/month to not give me the info.
I'm game, but wow... I had his SSN, addy, phone number, birthday.... why not a policy number?
