Is This an Example of a Death Panel

I watched a compassionate doctor explain to someone spending their last days in the hospital, who waited to get care until they collapsed, that they had days to live. Metastatic cancer had been causing pain for months, it turned out, but the VA wouldn't approve tests or an appointment.

That call from the VA came the week after the patient died. The doctor attending the terminal patient advised that they could do chemo, but that it would probably worsen pain and suffering in the few days left. They would do it if the patient and family insisted.

Where in the new laws would there be anything different than what I observed, which is how I understand end of life discussions.

I am open to there being a downside, I don't see it, as end of life discussions are described. Hospitals in my area have been asking folks to make advance directives for some years now, and offering the discussions with their staff.
