Just need to know if this is normal or notFor anyone in leadership, at your imo do you lose people that you have trained and invested time into eventually because they get to the same contract level as you?
An individual producer can't get to an IMO/NMO level on their own pen. The production requirements are just too high.
Now if you're already a few steps down the chain, and recruiting people at an even lower level, then yes, that can absolutely happen.

In the independent space, IMOs serve as a kind of back-office. They can also offer additional brain trust resources and concepts to help us make sales. Help us with underwriting and placing difficult cases. I prefer an IMO that can bring a higher level of thinking above what I already do, or at least reinforce it.
They do what I prefer to farm out or delegate. This should have little to nothing to do with contact levels.
If someone cannot deliver in that way... then why stay?
