Is Medicare Shared Cost option considered to be “minimum essential coverage” and thus won’t imply a penalty for not having health insurance in 2014?

I'm not sure exactly what you are referring to with the "medicare shared cost option" (Supps? Standard part A with cost sharing? I'm not a medicare guy), but basically, Medicare is MEC.
