Hi i am a p&C agency. i have a friend of mine who wants to create a Partnership in the commercial world. he current has experince in running call centers. He will bring the leads and will help me hire Sales people for sales. My question is what would be a good commision Structure to offer him. or if he was to get licensed what would be a fair partnership commision.

There's likely no "if" there, regardless of the arrangement.

As to what would be fair, that's between you and him. Ask him what he wants to be paid to do that for you, or what he expects to earn for his efforts.

If he's bringing in the leads AND hiring the sales people, then I have to ask... What do YOU bring to the table? This should help you determine the commission split.

I have a license and i have all the carriers, he just want to come in as an investor and collect 50%

If he doesn't have his license, it's probably illegal for him to collect any commissions. 50% would be really high too, if he's just investing in leads.
