To that point, never tell anyone they qualify for the state or federal risk pool, even after a thorough prescreen.

The farthest I go is "based on what you've told me you could qualify, but..."

The free clinic is subsidized by a government entity and the staff get paid. Lawyers that work pro-bono usually get paid a stipend by the state as well.

So what? It's still pro bono to the client.
