SEP For MAPD and Moving to New Area

I have a 68 year old on original medicare only. Here moves to my area 6-1-2013. Does this create an SEP to begin coverage 11-1-2013 or must he wait until 1-1-2014? If he moved here and was already enrolled in a plan he would have two months after the month he moved to enroll locally. Thanks for any info.

Depends on if he has told his plan, and if so, when he did so.
