There are a lot of B rated carriers that have been around as long as Best has been doing ratings so I don't know what's gives the idea a carrier might not last because of their Best Rating. There have also been many rated A and better that have failed.

Phoenix is in the process of getting bought out/acquired. Their rates have increased multiple times over the last two years, they have eliminated parts of that product. If you get a policy with them now, it is backed up by your state's guarantee association. It is still a great product now. Not sure what the future holds.
