Termination of Medicaid to Medigap

Hello all:

If a client on disability (under 65) has their Medicaid terminated by the state, would that allow them the ability to chose a Medigap plan using a termination of coverage GI? The Choosing a Medigap book doesn't offer clear guidance on this point. It seems to me like that should be the case in an ideal world, but of course, you know, it isn't.

Can you not use an sep code for loss of coverage?

That does typically trigger GI for loss of coverage.
