Tips on Appointment Setters

I'm thinking of hiring an appointment setter. Does anyone have any tips on whats the best way to pay them? Hourly, by # of calls made or pay for each appointment set?
I'm just going to do it in a simple way. I have a CSR in my office that could use some extra money. She has a great phone personality. I thought it would help free up some time for me.
Also, since she would not be selling the products or explaining benefits, she would not have to be life licensed, right? She is P&C licensed so she knows her way around the insurance lingo.

The only way to go for everyone involved is pay per lead. Most fair, and keeps everyone's incentives in check.

If your employee is good--treat her well.
