Using Medicare "Part A" while still working with health insurance?

I have "Wellpoint" thru my employer, state government

Wellpoint is a subsidiary of Elevance (Blue Cross).

As long as you are classified as a FT employee, Wellpoint is primary, Medicare Part A is secondary.

If a covered participant is admitted as an inpatient to a hospital, Wellpoint pays first, Medicare Part A (may) pay a portion of any remaining balance.

You don't determine when/if to use Part A, the provider(s) handle that.

I think that his particular agency also has to have more than 20 emps for that to happen.

I would expect health coverage for government agencies with less than 20 emps to be secondary to Medicare.
 
Highly unlikely.

This appears to be an EGH plan through the state or possibly a local municipality. Unless the OP is the deputy of Mayberry, there is a good chance the employer has significantly more than 20 employees.
Maybe not once Elon gets to them and discovers they are costing the taxpayers 16-billion dollars to study how sunshine affects color blindness in the Western House Fly in Ugoslavia.

Summary for those interested: We need to invest 92-billion dollars for tiny eyeglass straps because their little Ray Bans keep falling off due to Flys have no ears.
