I don't see why you would want to expand to all 50 states right now. You don't even know if your site will actually convert sales. Until you figure that out, I think you would be better off optimizing for your state first and only pay out the money to get non-resident licensing when you have perfected your conversions first.
You can still generate thousands of visitors a month from your state alone in most cases. I believe, by and large, the majority of buyers are searching by the state they are in, so that might be a much cheaper way to launch your site and test your conversions before you hit the big leagues.
