I own a mail house in Las Vegas, NV. The good news, no spam from me! The bad news, your mail house has no excuse not providing you the receipt from the post office. Business mail requires more than 5 forms for each mailing, then it is inspected and weighed. After it is deemed acceptable you are provided a certified a receipt. The receipt shows a dollar amount, but no other breakdown. However, when preparing the forms for the mailing, the post office superficially asks if this is being sent on behalf of a client. If so, they want their name so they can put it on the certified receipt. As to comingling mail, it's frowned upon in the industry unless the clients are affiliated. For instance, two agents from the same office.

Normally your best bet is to establish a relationship with a local mail house you trust. We provide our clients with all lists and use perforated mail pieces, but charge .37 per piece in county and .45 for all mail leaving the county.

Your interests and that of a mail house are in alignment. If your mailings work, you will mail more names, more frequently, etc. Your best bet is finding an account rep who takes interest in your business, and works with you to help it grow - and puts metrics in place to help you determine which approach works best.
All the suggestions about 1st class, window envelopes, and so on are good things to test. The combination that provides you the best result will emerge over time with the right testing and measuring.
