It could be a glitch. Set up a new account and see if it works. I had a client that had Medi Cal only for breast cancer and it held her back from subsidies. We called the exchange and they contacted Medi Cal so the status could be changed and she went through.
Another had a glitch when I applied for her. Set up a new account and it worked
