I think he means commercial auto policies, but I'm not sure. I was kind of wondering that too.

I agree with the others. No way would get a base salary plus those levels of commission. If you were to make a decent base salary, 10% on new business until you validate that base salary would be fair.
You could go on a draw system like the others mentioned but keep in mind this is a loan and not a salary.
