Would it be possible to get a list (phone, address) of Spanish speakers in a given area? I don't know what a list provider could use as a database to get that. Last names are possible but often deceptive.

Absolutely. It isn't going to have 100% of them and it's not a perfect list, but it can be pretty accurate. Shoot me an e-mail if you want me to see what's available in the areas you're looking for.
