How to be appointed by carrier without p and c experience

With no p&c experience, very few if any. You would do best to look into a cluster, but i don't no what kind of luck you'll have with no experience with clusters either. You'll probably want to look into some training, perhaps partner up with someone.

I would not say its impossible, but its not likely. As MarkTheBroker has said even many clusters will not consider you.
In additon California is a complete disaster zone for home insurance right now - probably about 30% of properties are not able to get regular home insurance right now.
A partner is a great suggestion.
or Superior Access [which is niether superior, nor has lots of access, but hey its a start]
or you might explore a relationship with a local P&C Agent near you.
But whatever you do, Id be careful spending lots of money setting this up.
