If you want IFP coverage and you don't speak English, you better go see someone else.
On the group side, many of my blue collar employers employ hispanics. If the hispanics don't read or write English, I order up Spanish materials. I then pay a very pretty young hispanic(works at the cafe next to my office) to go with me on the enrollment meeting to be my interereper.
What about recruiting Spanish speaking agents?

I haven't yet met a Spanish-speaking person who preferred a Spanish-speaking agent over me in a competitive situation. They (like everyone else) want someone who would listen and I listen intensely whether I understand them or not. Then I repeat the few words that I catch and see their faces light up. If you can be patient, respectful and don't try to educate, you don't need to speak their language.
