A birth certificate seems like as good as it gets regarding proof of citizenship. Can't think of anything that would trump that as proof.

Not always proof. I've seen some that probably are forged. Of course, that was Hawaii.

The acceptable forms don't mention SS card but says birth certificate is good. (They want 2 types of id)
