Per the LinkedIn TOS, you're supposed to know everyone you invite or have some type of relationship. However, they're pretty lenient on sending invites to people you don't know, but monitor two things:

1) The percentage of people who accept your request. If it's too low they'll send a warning first, then stop your ability to send invites.

2) The number of people who click "I don't know this person."

So send invites with caution. It's safer to send to people participating in groups since there's an option for "groups" when you send the invite.
