I have a friend who signed with a MAPD plan and wants to change to me and make me the "agent of record" is that possible and if so, how does that happen?

If the carrier allows it they usually have either their own AOR form or have the client make a written request. Your best bet is to call the carrier and ask what they require to change an agent of record.
