There are, approximately, 7.4 million people that are insulin dependent in the US.
Trump's statement is that insulin IS so cheap that it's like water, right now. It isn't.
1) These rules don't go into effect until January.
2) They do nothing for the OTHER 3.7 million people that are insulin dependent and NOT on Medicare (which is what I said in your quoted text.)
Now, I am glad that Medicare will offer reduced costs on Insulin.. It's maybe one of three things Trump has done successfully for regular Americans in 3.75 years.
However, also take into consideration that IF the ACA is overturned, new gap coverages for Part D will also be eliminated for Medicare without new legislation (which would be rushed as Republicans have put no comprehensive plan forward to replace the ACA, in the unlikely (at this point) event they hold on to the Senate and White House.) So while insulin will come down, virtually all Rx's that fall in the gap will go up.
Now, had Trump said, "I signed an EO that's dropping insulin costs for Medicare beneficiaries next year." That wouldn't be a lie.
