Looks like they are trying to use the prevention fund, which is the fund Sebellius is trying to raid to support her Exchange Implementation problems.

That was my first thought - attempt to look like a rock star, all while doing it just so you can remove funds from other projects.

So, the states that administered their own PCIP are getting screwed. Looks like the states that opted for federal PCIP, federal exchanges, and declining medicaid expansion were right all along. You can't depend on the federal gov't.

In a letter this week to Health and Human Services Secretary (HHS) Kathleen Sebelius, state officials said they were "blindsided" and "very disappointed" by a federal proposal that they contend would shift the risk for cost overruns to the states in the waning days of the program.

Federal PCIP enrollment was shut down a couple of months ago. Yet here we have the CCIIO putting out a slew of new contracts. Here's an excerpt from: HHS focuses on risk pool waste and fraud | LifeHealthPro

""In the section on patient dumping, HHS says, "Contractors must report to HHS any health plan issuer or group health plan they have identified as discouraging an individual from remaining enrolled in coverage offered by such issuer or health plan based on the individual's health status.""

If the PCIP and its state-run counterparts are no longer enrolling people, why the new contracts..with one of them related to "dumping" of sick people onto PCIP?

Perhaps the CCIIO arm of HHS didn't get the word that PCIP enrollment has been terminated. It's really disconcerting when HHS can't operate a "little" program like PCIP with any efficiency, yet feel confident that they can competently administer the multi-trillion dollar Affordable Care Act. :swoon:
