Piecemeal Strategy

Reconciliation is not going to fly. As discussed over the months, they have no choice but to sift through the wreckage and to see what can be passed piecemeal. Guaranteed issue is one such area where there is bipartisan agreement. Since it is part of a system and you cant just plunk it in as a standalone factor without working on other pieces too, dont ask me how it is done. But if you were to ask many republicans and dems today what they agree upon, guaranteed issue/pre-ex, whatever you can to call it is one area.

Guaranteed issues is the only given in this whole reform thing and it alone is a gamechanger. Again, as discussed ad nauseum.
