Not at all, you don't have to be licensed to train.

Basically you need to be licensed whenever you interact with a consumer in a position in which insurance is discussed. Giving quotes, discussing coverage, etc.
You can even do that as long as no solicitation is made...

How about moving direct to a commercial, in your own voice, endorsing a Term insurance agency. Mr Ramsey
 
As someone walking down the street, sure. As an insurance agency employee, sounds dangerous. I believe you'd have to look closely at the law as written and case law to be sure.
You call the home office and ask what your policy covers, the person answering your questions probably is not licensed. You only have to be licensed to "solicit" or "produce" insurance.
