The only thing he did not make clear is that it is voluntary for 2014 (filing in 2015), but mandatory for 2015 (filing in 2016). Right? Please correct me if I'm wrong!

No, you are right. And only groups over 50. Even though the mandate is waived for 51-99 in 2015.
