SAN # for telemarketing?

I tried purchasing a list from eslist.com and they said they cant sell me a tele list w/o an SAN #. WHat is it and do I need one? anyone know where i can get a cheap residential list?

Are the police going to beat down my door because Im telemarketing w/o a license? I figured as long as the list was scribbed fro dnc I was ok... maybe not?
