Use lead companies that have a complex form for the prospect to fill out. The longer and more detailed the form, the more likely the prospect is serious. If they take 3 minutes vs. 3 seconds to fill out, you've already got a leg up. Get ACTUAL data about how many agents are getting leads in the areas you work. DON'T let them give you a nationwide average as the numbers in FL/AZ will significantly differ from that of ME or MN.
